What is the reason for wanting to move? Have you talked with your current host - with whom you have a repoire with - to see if they can work with you to keep you as a happy customer?

If your host values your business, they may be willing to work with you to address your concerns ...

Another vote for Webair here. Hit Gerard up and he will take care of you.
However, I must also make a big mention for Brad and MojoHost. I would have a server up and running there by now had Gerard not been so good to me.

Your looking for hosts that over sell their bandwidth. On peak times your site will slow down. not even yahoo can get 100 megs for $100 that is a decent connection. Plus support, the control panel, hardware, no one can do this and provide a decent service. If you can't afford much your better off getting a vserver and 20 megs. You might find that for $100 and still have a good connection during peak times and support that can actually help.

Look into QuadraNet, been happy with them for couple years.
