Anything better than Amazon S3 in terms of scalable storage?

They seem expensive looking at the first month's bill since we made the switch.

I need something secure and scalable, capable of handling 1 million+ users, their pics etc.

I know there are two others. Rackspace has one, and Softlayer has CloudLayer.
