whats the best way to convert a video to an animated gif?

ffmpeg works , wouldn't say its the best way but.

ulead gif animator does avi/mpg to gif

Photoshop will do it. Also, its the long way to do it but if you have camtasia studio you can screenrecord the video, edit it inside of camtasia and export it as gif.
