Found them through JuicyAds as being an ad seller with them.

Looks like a regular file sharing forum to me, one of thousands. Harvest links, send DMCAs, usual routine.

How does a site owner deal with hover dot com's anti-fabulous hover re-direct service?
They appear to be a division of tucows dot com, a canadian host and registrar. Which I find incredibly shitty.

The code allows a site to rip your site down to the last letter and image and host on their own site... so far requests to tucows dot com go unanswered.

fc2 dot com's adult section is also full of a crazy amount of illegal full-length content.

It's a US based site so should be easy to go after if you can actually comb through the thousands of videos in there.
