I've ssen those being used to enlarge the nipples for bondage and bdsm play. Different things with needles, ropes and stuff where they need the nipples to be quite large to be able to tie a tiny rope around it or so. Should find it in online sexstores selling bdsm gear and such. Search for nipple pump, nipple suction or similar.
