or
#keyword

There really is no difference other than someone who actually uses the hashtag may be providing more relevant info. Although it could be just someone spamming the hashtag.

I'm pretty sure this is the difference:

If you filter for "keyword", it returns any usage of the keyword within a tweet. So if your keyword=white, it should return both 'white' and '#white'.

If you filter for "#keyword", it returns only the usage of the hashtag -- ie. returning only results with the pound sign in front.

Is like a fart to goes down your leg.
