I don't know what it was titled where you are but here in Tucson it was called Together We Thrive. It wasn't a memorial.

It was titled that as well on TV but literally everyone was calling it 'the memorial' and if you look at most of what Obama said that was how he handled it, I think he even referred to the event as a memorial
