Check out http://www.m2-corp.com/. They have strong relationships with good banks around the world. Can also offer your debit card holders FDIC insurance, if you're ok with US based.
After ePass went south, I seen it as a golden opportunity, and was in negotiations with them to setup a replacement payment solution. Would have worked great too, because all business clients would of had their own physical bank account under their name, instead of putting their funds under the payment processor's name. All was great, including fees, until the $12,500 setup fee for business clients. :( |
