I need someone to sort out the html and css of one of my sites, its sort of half and half at the moment and i want it sorted out into css properly.

is html/css mixed up with php code?
anything like having table open for instance somewhere in one template file then some rows/cells are added in another template file then table closed in another template file mixes with long conditions?

yes, although most table open and close in the same file, its a simple template system, can you do it?

have to look into it.

tables and templates is pain to deal with if are not used for tabular data - they need conditions to generate rows then conditions to generate cells - and good if its done on a single file although if it is long and consists nested tables also teared apart with php/smarty conditions - its like archeological work to make sense of all little bits and peices everywhere.

the job would consists of two things
1 - more or less easy part: compile new html/css (original psds may help here)
2 - dig through templating system rip it apart figure out whats where and how it all works and replace old code with the new one.
