Depending on the amount he wishes to withdraw and what atm he uses the cheapest method may not be the ATM machine - it may be the fastest but he could save a few bucks doing it via CC withdraw at %1 w/ a $6 min.

But if he can find an atm machine that lets him take out larger amounts at once he may be able to do the atm cheaper :)
