All that says is "you must own the copyright, or part thereof, in order to sue".

That only protects file sharers from people who have no right to sue anyway.
It doesn't stop the actual copyright owners from suing.

but right now that all of them

the entire market for the pay us or we will sue group is a third party company doing this and paying the copyright holders a percentage of the payments.

it means copyright holders will have to hire the lawyers, and pay the cost (which are significantly higher due to seperate filing ruling i previously talked about) themselves.
