This news article is interesting. It says the gun fell out of the bag and fired bullets. They say the trigger was pressed by itself or something. The young child is too young to receive criminal charges.

I blame it on Texas

Clearly if they had a policy that allowed citizens to carry guns on school grounds, this would have been prevented.
