As long as it's covered clearly in the T.O.S., and they agreed to it upon sign up, yes.

Just make sure you clearly define the timezone in the TOS

or not, that way you can shave any time you want... when you get caught, you can then defend yourself my stating time zone differences :thumbsup

You can always add it to the TOS when you get caught. What are affiliates going to do? Sue you for their $200 checks?

Pay them on even minutes only, so flip coin scenario works best
