We are here to help our clients and affiliates succeed as much as you hate to believe that. Clients can change the cookie settings as they see fit and also enable IP/browser tracking.

Am I reading/understanding correctly that CCBill affiliate program admins have the ability to disable IP based tracking?

I can understand allowing programs to determine their cookie length, but I'm at a loss as to what the point of allowing a program to completely disable a method of tracking would be? What would the benefit in doing so be to an affiliate program other than not tracking sales for an affiliate?

Maybe I am missing something?

IP tracking is not very accurate, many cable providers use NAT for their customers so they share IP addresses, also devices such as blackberry have new IP's on each requests as it's actually a blackberry server that load the content then compress it and serve it to the mobile phone.
Especially in Europe a lot of people are on company provided internet connections that use VPN so everyone got the same shared IP of the company.
I'm sure there's dozens of other reasons but this was just a few
