there used to be several, it's been awhile since I played with them though.

Why not actually learn CSS and the learn integration into Wordpress. It's not that difficult, especially with the various Theme frameworks available to start with.

Did you know of any software to accomplish what I had asked or are you just here to start shit? Because while I do appreciate your response, you do not know why I need the software or my skill set to begin with.

No software exists because this a human orientated task. Try again in the next century.

I would NEVER use something like that. There's way too many things that are up for opinion, interpretation, etc that software just can't do right. Take a look at the HTML photoshop spits out and imagine the nightmare that would be created by software doing PSD to WP.

yes, that's the only one I know. It's the most absolute crap and extremely buggy, but for EXTREMELY SIMPLE pages it might work

Same thing could have been said years ago when we were all playing on geocities. ;)

it can do it, but it does a horrid job template wise.
