If I am surfing a website or posting to a website, can that website (server etc.) see the MAC address that I am using?

misterhhs is correct - You can not get MAC address if you are not on the same LAN

There is no way to get your MAC address over the internet

So, is there a ban a mac address and not an IP address? So if the IP changes the mac address stays the same correct?

A MAC-address stays the same for the whole lifetime of this device. Even a refrigerator that can contact automatically the manufacturer when their is a failure has a MAC-address.

Correct although it is possible to spoof a MAC address if required.

Physical MAC addresses are permanent by design, however there are ways to spoof your MAC address to make it look different.
