I see what you're saying.
The way it works, it first tries to trades per country, and try to trade it per country at 1:1. If it can not match it exactly, it tries to trade for traffic in the same tier. There are 4 tiers.
tier 1 is top countries like US,CA,UK,AU,NZ i think, then tier 2 is mostly western european countries.
Chinese is in the fourth tier with a lot of other low prod countries.
So you could send a US click, and receive a CA click back. Or a Chinese could be traded for Vietnamese or something like that.
The problem with rating the countries like US is worth 8 time more than Chinese, is that for most advertisers, a US visitor is probably worth 1000 more than a chinese visitor. And if we allowed that, then a site sending mostly US traffic, would just end up with tons more low quality traffic, who mostly waste their bandwidth.
