Difference between Illegal Tube and Legal Tube paysites
 
I am fairly new to the whole Tube concept, I know the basics as I have seen sites like Pornhub etc..

However, I was reading something Luke Ford posted about a well known company (company name is irrelevant as I'm not judging anyone) operating the top 5 illegal tube paysites.

My question is, what is the difference between a Legal Tube paysite and an Illegal Tube paysite?

If it is a Illegal Tube paysite, how is it that a well known company as Luke pointed out runs the top 5 illegal tube paysites without it getting shut down with DMCA orders?

illegal -> providing/using porn content without licenses
legal -> providing/using porn content WITH licenses (fe. preview movies, teaser, etc)

You don't get shut down with DMCA as long as you comply with the request.

Most illegal tubes, except the bigger ones, are actively uploading other people's content to their own site. When a DMCA comes in, they comply with the request and remove the offending content, only to throw it back up under a different username.

It then becomes a game of cat and mouse with content providers sending daily DMCA to multiple sites. A lot don't bother.
