WordPress User Management Permissions Tweaks?
 

It seems like Contributors can't upload images, but Authors have a Publish button instead of Submit for Review. How do I set up my WordPress users, so that they can properly format posts, but they can't publish them without an editor going over their work first?

I am looking for a way to have users who do have upload_files permissions, but who do not have publish_posts permissions?

Search for WP plugins using the phrase "Role manager". There are plugins that will allow you to edit existing roles as well as add completely new ones.

create a custom user role.

i could create one for you without using a plugin like role manager.
