best file compare software?
 
free or paid.

i want to compare two stylesheets, one an old version, and one a new version.

windows preferably, or linux

Try with Total Commander select two files and than just go Files -> Compare by content

or with WinMerge

The fastest thing might be to upload it to a Unix box and do this.
