Sioux City Police released a version of the dashboard camera tape, where Officer Jeremy McClure narrates step by step what happened that day.

The woman in the tape is 34 year?old Dacosta Daniels of Sioux City. In plain clothes is Officer J. Tyler with a second officer in uniform. The only voice you'll hear on the tape is McClure. The original dash cam video has no audio. Police say Dacosta was seen in a car with a man who was part of an ongoing investigation, the reason police pulled the car over initially.

When the uniformed officer arrived on the scene the male driver that was observed by the plain clothes officer had fled the area. When Dacosta's cell phone rang, the officer told her not to answer it. For safety reasons, and so she didn't hamper their investigation.

"She refuses to comply with his orders and assaults him. The uniform officer steps in to assist and warns her that she could be tased," said McClure.l "...she is repeatedly ordered to release his shirt and comply with his order to put her hands behind her back. The officer continues to try and gain her compliance."

She continues to pull her arms away. Once officers got her in cuffs, the scene changes. The officers de?escalate the response to her resistance. Daniels was charged with assaulting an officer. Police say would not had been arrested had she not resisted. The officers actions in the tape have been reviewed. They've been cleared of any wrongdoing.

But he definitely went too far. You can't be punching some girl in the back repeatedly when she was not physically hurting you. You can't preemptively punch a bitch when you're a cop.

OP makes it sound like it is a lot worse than it really is. They also leave out the part where you can clearly she her somewhat hit/grab the cop and try to get away. She is clearly resisting them and the whole thing is over in about 20 seconds. to me looks like nothing wrong happened here other than I lost 7 minutes of my life I won't get back watching the video.

He tells her to put the phone down and she doesn't. When he moves in to arrest her because she won't put the phone down he turns her around and goes to put the handcuffs on her. She then spins around, hits him in the chest, grabs his shirt and pulls him down on top of her. Did you not see that? Then the other cop steps in and she is clearly thrashing around and resisting arrest. She brought this shit on herself. She could have just did as they told her and hung the phone up or at least when they went to handcuff her she could have opted not to fight with them.

He wasn't hitting her over a cell phone. He was hitting her because she was resisting arrest.

Seems to me she was talking to police and decided that answering her fucking cell phone was more important? Really? The police officer her told her multiple times to put the cell phone down, she failed to comply, and he went to restrain her - and she fought back. Sorry, a police officer restrains you, all bets are off.

She continued to resist arrest. Sorry, you disrespect cops, refuse to comply with a direct order, and then resist arrest... Your gonna get hurt. If a police officer has to say "let go of me" more than once and you fail to comply, your gonna smacked.

Was she being placed under arrest? If so was it a lawful arrest? You have every right to defend yourself against certain things, a uniform does not make you God.

This seems to happen quite a bit, and I am surprised cops don't actually get shot at by the owners when this happens.

People are crazy about their pets, and to many, the instinct to protect them is similar to protecting a child. This could really snap a person into doing something they normally wouldn't do.

Police initially wouldn't talk about specifics in the case, but the department on Wednesday posted its own version of the video, which includes a narration of the incident, online.
Young on Wednesday also elaborated about what sparked the confrontation. He said a plainclothes drug task force officer was in the neighborhood and saw Daniels in a car driven by Christopher Robinson, who "was known to have a barred license." Robinson and Daniels are engaged.
The arresting officer, Joshua Tyler, worked on the task force. The incident escalated when Daniels was taken out of the car and told not to use her cell phone. She refused, which touched off a struggle as Daniels was handcuffed. The footage shows Daniels being put in a headlock and struck in the side several times after she lunges toward Tyler.
Young, the chief, said the officers followed department guidelines on the use of force. He said the officers were trying to hold Daniels down on the hood.
"He's putting pressure on her shoulder area," he said, adding later, "Officers are trained to use some technique to gain compliance as the situation was escalating."
The incident was the subject of an internal police department investigation. It found no wrongdoing by officers.
Robinson in an interview denied that he was driving the car. He also said that he was inside a nearby house when police approached his fiancée and heard the commotion.
He said what happened wasn't warranted.
"If anybody else was assaulting anybody like that, they'd go to jail," he said, "but not them, because they're the police."
Asked why police approached the situation as they did, Young said Tyler saw Robinson driving and called another unit to stop the car.
He said officers were worried about Daniels communicating with people in the neighborhood on her phone. Young would not talk about whether the area was the target of drug surveillance.
Daniels did not return calls Wednesday. She faces charges of assaulting an officer, failure to obey a peace officer and interfering with official acts. Her first court date in the case is Nov. 4.

You have very valid point - put someone in a choke hold and they will fight back. But when your being questioned by the police AND your out numbered, your best bet to is to submitted.

In 2004 I had the joy of being part of a full felony stop. To make a long story short, I pulled away from a marked cop car at a very high rate of speed. I never saw the cop, and he assumed I was running from him. Before he hit the lights he was calling for back up, thinking I had drugs or a dead body in the trunk. Full felony stop, shut down the freeway, hands out to the window, searchlights, down on the pavement until I was cuffed.

I could have been a dick about it. I also could have ended up with a face full of gravel.

I have zero respect for anyone who doesn't have respect for law enforcement. Period.

It is a very simple equation. When the police decide to arrest you, you are getting arrested. You can choose to make it easy or hard.

Could they have done a better job of this? Maybe. Could they have done their job without punching her in the side? Possibly.

The reality is if you put your hands on a cop you lose.
