It will get so easy that you'll be able to drag and drop whatever you want wherever you want and it will look as good as the best mainstream site. It is inevitable.

After some work with it, the conclusion is as follows.
Bootstrap is a BIG css/javascript framework that makes site creation much more easy and fast. On the downside, you will probably only use 1/3 of all it's features on any site you develop, but everything will be loaded from the surfer delaying page load and rendering and causing a bit of extra bw usage on your side. So far, we are adopting some of the ideas and removing the functions and css parts we will not need. For example, the forms code is completely useless for a movie gallery. Lets say it's a toolbox with everything you may need to make a site, but it's in your best interest to remove some unused tools on a high traffic site. |

I wouldn't say it's dumbing down the web, it's simply opening up resources to more and more people. It's the same as wordpress, blogger, etc. It's a new utility that let's novice users take their website that much further.
