Blocking certain countries from your site - Bad for SERPs?

What have you experienced? I have read that google considers it cloaking.

Your thoughts?

I dunno about SERPS, but I had to block all IP's China from my server today... had some bot submitting user/pass to my nats sites for the last couple months from chinese IP's and they all had the same password "SUPER123". Don't know what someone can accomplish by making a ton of user/pass that don't work on a nats install, but gotta be careful.
