Whats a fair price for :

1) 30 mbs, and what should I pay per mbs used over that?
2) 50 mbs, and what should I pay per mbs used over that?
3) 100 mbs, and what should I pay per mbs used over that?

Can't be answered without a lot more information. What is included... hardware, support, licenses, etc.
Who's network is it and which backbone providers are part of it? If they are using higher priced providers (IE: *NOT* HE and Cogent) then they obviously cannot sell you at the low baller pricing that hosts who ARE using HE and Cogent can sell you it at.
Pricing for the higher end backbones is still around $2.5/Meg for COST to hosting company's themselves (Level3, Global Crossing, nLayer, Tiscali, etc...) so you can't expect to pay under or that price for hosts which use these higher class providers.
