Assuming this to be an accurate translation (albeit in poor grammar) it confirms what my Russian friends in the porn biz have told me;

Owning it is legal. Producing it is illegal. If something is illegal in Russia you need to make friends with a few local cops and pay them a little, and then hope that they are not connected to the local maffia because if they are, that local maffia will look you up and demand some payment as well. For porn producers in Russia, the maffia is a bigger concern than the police.

Also not exactly. If you are producing porn which is not intended for distribution (so-called home made porn), you are also ok with the law. This is what exactly code 242 says:
