There's a difference between having a truly "Canadian" version of fox news being done here and broadcasting from here (which is what was rejected) as opposed to the cable companies being able to offer Fox "as is" out of the US.

There's no news on "Fox News". It's basically one big 24/7 commercial for stupid.
