WTB Custom Photo Rating Website
 

hello,

I am looking for someone who can build a one of a kind (or customize a script to appear very unique) photo rating website for a reasonable price.

The website should allow users to create an account to submit pictures to be rated as well as allowing users to create entire albums. The should contain the following elements:
-User Accounts
-Allow picture uploads by members
-Allow members to create albums
-Allow members to select rating/voting/commenting on or off for each picture
-Allow all visitors to rate pictures
-Allow only members to comment
-The site must have editable text and ad areas by admin
-The site must have nav menu that allows for items to be added or removed by admin(CSS)
-The site must have very attractive customized appearance and SEO'd
-Must have an area for "link trading" that doesn't interfere with the site but offers value to link trade partners.
