Black Label Ads can target at the city level for you. I'm assuming you are looking for manhattan, but in just case here's a list of all of the targetable cities in NY:

Albany-Schenectady-Troy
Binghampton
Buffalo
Elmira
New York (i.e. Manhattan)
Rochester
Syracuse
Utica-Rome
Watertown
