Double Opt-In Mailer that can send HTML

Hey, looking to start a mailing list (no, i don't have a 20 million email list a friend just gave to me, i'm starting from scratch). Basically, i need it to be double opt-in, and able to send HTML emails. Obviously, something secure would be nice, but that's basically all i need.

download MyMail. it's a php mailing list program, double opt-in

it's set up for text email, but adding a few lines of code makes it send html email
