I was gonna refer you back to a thread from a kick ass new WP guy here but for some reason, I can no longer find the thread.

I talked to that guy - he tried to tell me he wanted 500 bucks for a simple 50 dollar job.. then the thread was removed today?? weird.. maybe he was a scammer

OR go to freelancer.com - i have a swedish guy on there who has been doing HTML/CSS conversions for me, he also is pretty good at mysql/php and most popular CMS scripts which i assume include WP.

I don't see where he says he "CAN'T" customize wordpress. Lots of people delegate work because they are busy with other stuff. Not sure why people like you delve so deep to find that one small thing to jump on; it's idiotic!!
