i'm trying to build a couple of white label webcam site , based on your experience which one is getting most of traffic , PPS or revshare?

You should never do PPS on webcams. The whole point of promoting webcams is to attract a whale that constantly spends and gives you steady passive income. Promoting webcams requires patience, and when you finally do hook a whale you will understand why...
