GoFuckYourself.com - Adult Webmaster Forum - IP using the user agent InetURL:/1.0 ?!

so, one of my hosting accounts became extremely slow for some reason...made a ticket, to resolve the issue, since i saw a high cpu usage in the cpanel...here's what i got

We found that IP 69.31.50.75 was using the user agent "InetURL:/1.0" which is the program INETURL here http://www.nch.com.au/ivm/plugins.html on the web site camwithher.org which was causing this issue. For now, we have simply blocked the IP on the firewall which has resovled the issue.

is there anyone who can explain me this?
