I'd also recommend installing Wordpress and activating the networking (formerly called the WPMU) capability. Some clear directions here: http://www.doitwithwp.com/how-to-ins...isite-network/

You can then pop over to http://premium.wpmudev.org/ and for $53 bucks pick out a bunch of plugins and themes that work with the mulit-user format.
