Have you ever seen this?

Just got a new join and the guy lives on 123 fake street but in tracking where it says the ISP normally it says bellsouth or whatever, This shows the guys first and last name as the one he joined the site with. So he has his own ISP and it is names his first and last name?

It's not his own ISP. He got a block of IPs from Verizon FIOS or whoever, and the ISP put the block in his name.
