I just read the 1934 Telecommunications act AND its 1996 Act that amends it. No where in it did I read that it gives free phones to anyone. It regulates the phones as to interstate communications, and ensures everyone has the right to have phone access. That means you can have a phone and you PAY for it; AND Pay For the service. If I missed a part, feel free to post it.

buzzard, does it matter? I wasn't saying it's a bad thing. I think it's a good thing. I'm glad the program exists.
