It's a start, although we need tough sanctions at the end of the process.

This is all trying to unwind a generation of copyright theft, there needs to be a good public education campaign associated with it all.

Hasn't this already been happening for quite awhile now? If you download a torrent with copyrighted material in it and the torrent is being monitored, your ISP sends you an email with the details of the material you downloaded and asks you to delete the file. Some ISPS will cancel your service if you receive to many of these notices which is why you'll see many pirates using VPNs and other services to get around this.
