Having been a poll watcher, they don't talk to voters before they go in. That would be illegal.

Training poll watchers incorrectly would do more harm to Romney than Obama. Why? Because like baddog said poll watchers do not talk to the voters, they WATCH the process of voting. When these WATCHERS see something they think is illegal they contact someone at the campaign, usually a paid lawyer.
