Maybe someone can help me with this..
Lets imagine that I have a directory website and all websites have follow hardlinks.

I'm thinking in change that and giving a follow hardlink only to ones that have a backlink to my website.

Is this better for SEO? To have more juice right?

But what's the better way for other links?
I'm thinking in creating a php file with a redirect code to website.
Or is better a JavaScript to do that? If yes, where can I find a good one for this?

Well, assuming that you've already got links out to the sites that have reciprocal links back to you, removing the sites that don't will likely not improve your search engine rankings and could possibly hurt you in some areas. But like anything with SEO, it is highly subjective...one of the many variables is the quality of sites that you are linking to and how they are ranked by the search engines. Ever hear the adage "you are known by the company you keep"? The same is true of search engines. You also need to make sure that you are structured like a true directory as opposed to a link farm - you'll never get anywhere in the rankings otherwise. I haven't seen your site, just throwing it out there.

I didn't quite understand your question about a redirect script...if you can clarify it a bit I might be able to help more. Also, keep in mind that redirects and dynamic (scripted) links can negatively impact a crawler's ability to map your site.

As you can see, all websites in that category, have a hardlink, right?
I want to keep the hardlink only to websites that have a backlink.

The others that don't have a backlink, I will change for example the link:

Cool, I see what you are saying now. PHP or Javascript really doesn't matter - personally I would do it in Javascript (add an onclick handler to the link anchor and then do a window.location = 'whatever').

As far as search engines go, your outbound links can definitely help you - so if a crawler ignores your dynamic links, it could possibly negatively impact your rankings (again, a lot of variables here). However, it would achieve what you are trying to do - and that is to "punish" sites that don't link back to you by not offering hard links back to them. I'd try it out for a month, maybe on a few different categories and make sure it isn't hurting you too badly in the search rankings first.

I definitely don't think it will directly help your rankings in any quantifiable way though.

Instead of this one:

But I think that php is better, and if the user dont have javascript enable?
Or use any plugin to stop javascript running in websites?

It will not absolutely hurt your rankings, but it is possible. Like I said, experiment with a subset and see what happens.

Yes, that Javascript snippet was exactly like what I meant. As far as Javascript being disabled, let's be realistic - the vast majority of surfers need Javascript to be enabled for their day to day web use. People that visit your site should be warned that it requires Javascript and then it is up to them. As a rule of thumb, client-side beats server-side almost every time. If you have a compelling reason for using PHP, then by all means do it - it certainly won't hurt anything.
