I think it's because those faucets use the push down button/knob that you usually have to keep one hand on in order for the water to flow... well, there are two of them (assuming hot and cold), so how are you supposed to wash your hands unless you ask somebody for help?

see the little black round thing hanging from the cold tap, it's called a plug!

you insert it into the hole in the bottom of the sink and it stops the water from flowing away........

you can now wash your hands/feet/cock/face/whatever in the pool of water that you have collected from the taps/fawcets

In our swimming pool with have this kind of system for our showers:
In fact when you push on the button, the water flows during 60 seconds or so.
Usually for a faucet it's more 10 seconds.

If you can't figure out while plugging up and re-filling up what is more or less theoretically a public bathtub that everybody has washed their balls in and drained, refilled, etc is a bad idea?

Let's just say you have bigger issues. You might want to consider doing more laundry, cleaning out from underneath your fingernails... shit, wipe your ass better.

It's no really about good bacteria vs. bad bacteria - it's about not SHARING bacteria. If you take a piss and decided not to wash your hands, fine - it's YOUR bacteria... no harm, no foul.
