Does anybody know what is this image effect? is it done with imagemagick or photoshop?

It almost looks like they used lens blur to certain areas of the image... example:

looks like a resize to me too... post a resized original pic, it will become more obvious what the "effect" is...

imagenomic portraiture plugin does that and there are few others too

Looks to be imagemajik with a little sharpen and a little hue. typical no? Or I am missing something... because the way I read the OP it seems as if the rest of the thread may be clueless?

Yup. Great for quick and easy skin retouching. Add in some color adjustments, sharpening, and resizing and you're done.
