Something like that happened to Dave and i on our way to Croatia a few years ago.
Some dude was freaking out that one of his muslim wives had to sit next to us. There were no other seats possible. Caused a big ruckus.
The pilot came back and told him he can get off the plane if he says another word.

He didnt want his muslim wife sitting next to us...i forget the words he used...basically racist based insults...i was laughing my ass off the whole time.

The story making the rounds now is that the bag is unrelated. One angle is that his particular sect is not allowed to fly over cemeteries, unless encased in a product made from oil (plastic qualifies).

No less ridiculous, but at least not as discriminatory.

It was on Reddit, with the same caption, in the end someone explained that this person is likely some sort of ''high priest'' and they believe that being in or flying over cemetery is blasphemous of some kind. I have friends that used to blaze weed on flights to moscow on a regular basis. People smoked like chimneys on that plane. But now smoking is not aloud on planes. So no. He is not forcing anyone to do anything. Hes wearing the bag, hes not putting it on someone else. Ide rather sit next to him them the usual obese people I get forced to sit next to on my flights.
