I have a friend wanting to move to Vegas and start doing work within the industry writing press releases, articles, doing PR, etc. Let me know if anyone is in need.

Given how much of this industry relies on business-to-business, I would think a freelance PR firm could be quite successful.

Contract work would be great. She graduated with a degree in English from Geneseo University in New York. She currently works writing grant proposals. Let me know.

Sounds like the main thing missing is an understanding of the industry. She should spend some time on the boards, or look over the shoulder of a friend who works in the industry.
