Is there a third party counter that monitor and track the amount of traffic sent?
In the past we had alot of problems with traffic brokers. There stats would show or they would claimed that they sent 100,000 hits per day while ours would indicate 15,000-25,000 hits being sent per day.

There's the difference, you are tracking uniques and they're tracking "hits". Most likely they're selling you raw clicks instead of uniques.
