When I contacted Paxum support about their cards not working recently in Japan, they were not aware of any issues. But from my own trial-and-error and online research I found out Mastercard ATM withdrawals stopped working from April 19, 2013.

According to Mastercard's site, this only affects "Maestro-branded EMV Cards":
mastercard.com/jp/personal/jp/cardholderservices/atmlocations/notification.html

But in fact it affects all Mastercards (including Paxum's):
w w w . sevenbank.co.jp/support/info2013041901.html

I've found withdrawals in Japan don't work at any bank ATM but only at Post Office ATMs.

There is apparently some security-related dispute between Mastercard and the banks:

Don't know if this is the same situation in other countries.

from my understanding payoneer is at.the same bank as paxum and payoneer cards work np...

just checked my statements, it says

Fee-ATM Withdrawal International Decline (with currency conversion) (Country [SRB] is blocked.),

WTF... anyone from paxum around??

pimpmaster9000 06-08-2013 04:51 AM

once visa blocked my unrelated mainstream card the reason was some internal security breach and it was a temporary measure...it may not be related directly to your problem but this is just an example of what may go wrong with ATMs sometimes...I called my bank and they said everything was ok and I tried both shop and other ATM and a few days after this (i think it was a weekend too) it just started working again...after a few days my guy at the bank gave me the heads up on what happened I was tripping my card got de-magnetized or something...

Just as a sidenote, we went to Serbia last year and we had a great time. Everyone was very nice, felt safe everywhere, had some great party nights and was definitely well fed. The prices were ridiculously low.

My buddy won about $4k EU (equivalent in dinar) at the Belgrade Casino playing poker.. I thought for sure we were gonna get robbed leaving. Some guys that we busted stood around for 2+ hours watching the game after they got felted, and then when we got up to leave they all sort of hurriedly left too ahead of us.. Seemed really weird. Average salary is like $300-400 euros a month there, so leaving with $4k felt like a lot. Nothing happened though.

Must test it tonight, anybody else gave a shot?
