Hi there!

There is a magazine in IPA format which is apple exclusive and would like to check it out on windows.. is that possible? I've googled a lot and it seems like there are no emulators, like there are for android..

Right now you can't even open them on a Mac. Especially since they are encrypted with Apple's FairPlay DRM technology.

Right now they only open on iPhones and iPads. New Mac system coming out later this year will enable opening them on a Mac as well.
