Use "Google Translate", English to Japanese, type your keywords.

Copy the Japanese characters and post in your preferred search engine.

Note: Use simple words that the translator can understand as a sentence/phrase

Also, many Japanese websites support English as a second language for navigation purposes.

It's not that easy, even if you'd had the contacts, most won't speak English. When I used to buy Japanese content I always had to use translators. I had to fly out there to meet the contacts, and only a few of all the people I met could actually deliver (I only wanted uncensored stuff).

If you think about it, there really isn't a way to de-pixilate a video easily (if at all) without the source video, since mosaic censoring reduces the information in the picture by averaging out blocks of the screen, so the information isn't there anymore, it's been lost. :2 cents:
