Need someone with experience in live streaming on Android
 

I'm working on a contract with a client and my team is not experienced in this area. I'm on a time schedule so i'm putting it out there to outsource. I need someone to write a phone gap/cordova plugin that will access the android camera, take rapid photos (1-5 per second is fine) and upload those frames to the server. in other words, streaming web cam from mobile device.

It needs to be callable from phone gap/cordova as a plugin, and it needs to work off network and wifi (internet protocols, over 3g and 4g) because it'll be just a part of a much larger app designed for tablets affixed to the dashboards of vehicles.

An app called AtHome does it perfectly so I know the capability is there, we just never did a streaming cam app before and I don't have the time for a learning curve. If anyone has this expertise, hit me up [email protected].
