What is your goal in link managment?Do you need to track clicking statistic or it is enough just to make seo friendly url's?Since if you just need seo friendly url's and ability to add/update/delete them over a admin panel a few lines of code would do.

I just put that nonsense in .htaccess and forget about it. Takes 5-10 lines with regex. Great stuff that low level shit is.
