What's up with the tons of "Could not rebill subscription XXXXX" from CCBILL?

I mean, what if this was a guy who bought a new lawn mower cut into 24 payments? Then "we could not rebill" kinda wouldn't work very well?

Why are they out of the blue unable to charge all these freaking cards?
