Where are some recommended places on this planet to find reliable and highly skilled web developers at a modest price?

countries are not important. skill is the king!

Eastern Europe for best combo of price vs quality.
Avoid Asia at all cost because of their "yes sir" attitude, mentality issues and promises. It looks like anybody just familiar with code claim themselves as programmers.

Can you recommend reliable and highly skilled web developers at a modest price?

I used some programmers in India one, turned out more of a pain than it was worth.

My staff have initiative and are self motivating which is worth the bit more I pay them.

Might work if you have a simple repetitive job but not much of what I do is quite that repetitive.

It's not the country, it's finding someone dependable.

I use iDSAdult out of Argentina. They have been very good.

There are multiple threads on here with iDSAdult drama -glad it worked out for you but I wouldn't touch them.

Does not exist, only pay when completed and tested. Don't go by hourly rate or any of that runaround shit. If a guy can do it one hour and charges $500 another person takes a month and does it for $500 who gives a fuck... Ask around for a few quotes and never ever pay until it is 100% done and tested. If they have a problem with that, keep looking around, the guys that can get shit done will do it up on their server and allow you to test it out before taking money. If they want to see money, put it in a escrow account and don't fucking release a penny.

I have worked with these guys for about 7 years now. I won't say I haven't had any issues, but I've had much less issues with them than any designer I've ever used. Jey P. is hard working and very loyal. He's the only designer I had to talk into sending me an invoice for a bunch of extra work he did for one of my clients. So I've used him not just for all of my sites, but for all of my clients sites as well.

Tried Asia once..terribly inconsistent (only time I've ever had typhoon as an excuse)
Tried to try India..couldnt even get through the quote/wireframe

the winner is Serbia. We were referred to Wolf-Wolf.eu by 2000Charge (they're partners w/ the GER owner) and it went fine. Small project..however I skype'd with one of the developers and other then getting past the Engrish he was sharp.
